Law establishing the Ministry of Energy approved on 17/February 1975

Article 1- In order to make maximum use of the country's energy and water resources, as well as to provide energy and water for all kinds of expenses, including industrial-agricultural, rural and urban, and transportation, Ministry of Energy duties were formed as follow:
A- Studying and researching on types of energy and planning short-term and long-term plans for using different sources and estimating the amount of annual production of different types of energy as well as estimating the amount of needs of the country's energy in different sectors and coordinating the consumption of different types of energy
B- Study and research to identify and obtain unavailable energies
C- Determining the energy policy of the country
D- Coordinating the programs of the institutions that are currently in production, operation, transfer and distribution of energy or what will be created in the future
E- Supervising the use of different types of energy as well as determining and approving the method of consumption and rates of different types of energy in the country
F- Supervising the use of energetic materials as raw materials in industries
G- Determining the regulations and issuing the necessary instructions for the proper performance of matters related to production, transfer and distribution and energy consumption in the country
H- Communication and exchange of information and scientific, technical, industrial and commercial cooperation with countries and institutions in the field of energy
I- Preparing and implementing the necessary plans in the field of construction of power plants and creation of transmission networks and distribution of electricity and salt water desalination facilities and their operation by organizations and companies affiliated and subordinate to the Ministry of Energy
J- Carrying out studies in order to identify the characteristics of the country's water resources, both surface and groundwater to draft plans and programs  on how to exploit them and prepare comprehensive plans according to the policies and programs of land use
K- Carrying out detailed studies to develop the exploitation of groundwater resources and controlling surface water in order to construct the required facilities and prepare executive plans
L- Construction of water related facilities and their operation
M- Controlling the exploitation of water resources and implementing the water law and how to nationalize it
N- Carrying out the necessary research on water issues and applying new scientific and technical methods for productivity
Q- Preparing and organizing the implementation of educational programs in order to train the required manpower
S. Procurement, supply and manufacture of equipment and supplies for machinery related to the production, transmission and distribution of water and electricity
