Background of the Ministry of Energy in the passage of history
The formation of the Ministry of Water and Electricity (which was later renamed the Ministry of Energy) from the first regulation of Tehran Electricity Institute approved on the17/ October 1936 in order to supply electricity to houses and streets in the city of Tehran; And the law permitting the establishment of an irrigation company was approved on 20 /May 1943
The task was to develop and reform the country's irrigation affairs. The state of the administrative structure of the government after the constitutional Revolution Until 1963, when the Ministry of Water and Electricity was established, it was always necessary to focus on water and electricity and energy were felt in a coherent set. Establishment of reservoir dams in different parts of Iran (Lar, Latian, Dorodzan, Zarrineh Rud, etc.)  as well as the Law on the implementation of electricity transmission through airlines and the existence of several devices that have been responsible for the issue of water supply and electricity never had  been a way to solve society's problems in the areas of water and electricity . Hence, new perspectives on more effective government intervention in infrastructure of  water, electricity and energy sectors  was deemed necessary;  This  also  gave  rise to a wide range of parallel executive bodies in order to somehow address the issue of electricity and water supply (drinking, agriculture and other uses). But the main problem was that these devices were out of order and coherence and coordination.. For this reason, this dilemma led the government to establish an organization that could be able to provide water and electricity services throughout the country; All end up in the establishment of Ministry of Water and Electricity.
This terminated the confusion of both water and electricity consumers and companies in the field of water and electricity.

 

The main approved duties of the said Ministry:
A- Supervising the country's water resources and implementing water supply projects and transferring them to consumption centers
B- Supervising the flow of sewage in cities and industrial units
C- Implementing electricity transmission and distribution projects in the form of establishing regional electricity companies and supervising the use of electricity.
"Ministry of Water and Electricity" was  comprised of  Tehran Water Organization, Tehran Electricity Company, Independent Irrigation Company, General Department of Water Piping Tehran, Khuzestan Water and Electricity, Karaj Water and Electricity and Lar and Latian Dam Facilities Protection Office  and other organizations.
In this way, both water and electricity consumers and companies and organizations in charge of these two industries have one Ministry iv=n charge of all water and electricity affairs .
As well Ministry of Water and Electricity was obliged to form "Electricity Organization of Iran" with Regional power companies to be  set up to implement power supply projects throughout the country.
In 1967  based on the duties of the Ministry  Established throughout the country 30 "companies operating land under dams" were established.
According to the approved law  "Atomic Energy Organization of Iran",   transferred the duty studying and using other renewable energies to the Ministry of water and electricity which this led to the soon to be formed Ministry of Energy  .
on 17/February 1975It was approved that  "Ministry of Energy"  with the capacity of managing and conducting energy and water resources of the country as well as s supply of energy and water for various public uses of citizens.


The main tasks of the Ministry of Energy are a broad and comprehensive type of tasks of the former Ministry of Water and Electricity. Among the most important of these duties are mentioned in the Establishment Law are as follows:
A- Studying and researching on types of energy and determining policies and implementing energy programs
B- Policy-making, coordination, supervision and operation of companies and institutions that are responsible for production, transfer and distribution
They are responsible for energy throughout the country.
C- Studying and recognizing the country's water resources and exploiting them
D- Construction of power plants and purification and water supply facilities in all parts of the country
E- Manufacturing and producing all kinds of water and electricity goods
With the establishment of the Ministry of Energy, all the powers of the Ministry of Water and Electricity were transferred to the Ministry of Energy, and even according to Article 9of this law the Atomic Energy Organization of Iran was considered as a subordinate organization of the Ministry of Energy amended in Article 1. Based on the Law of the Ministry of Energy on May 10, 1978, construction, completion and operation of nuclear power plants was considered the main task of the Ministry of Energy. According to Article 8 of this law, the National Iranian Oil Company was also obliged to Provide oil and gas production, refining and distribution programs to the Ministry of Energy. However, after the victory of the revolution the "Atomic Energy Organization", tasked for the development and necessity of widespread use of nuclear energy was disbanded from Ministry of Energy.
Continuing to fulfill the duties of the Ministry of Energy in the twenty-ninth of July 1975, the law of formation of water  and waste water Supply companies  was approved. According to this law, creation of collection networks "water distribution and water and sewage facilities of cities wastewater collection and disposal was also entrusted to the Ministry of Energy with the cooperation of municipalities and the private sector.
